Local decisions.
Everyday consequences.

Your children’s school, the food they eat, the place you live. Find who decides, which records to read, and how to be heard.

These guides explain responsibilities. They do not present proposals as adopted decisions or recommend candidates.

Baltimore County, Maryland

Who decides what my school can afford?

School funding involves more than the principal. Baltimore County is our first worked example; Baltimore City has a different school system.

Who is responsible?

BCPS leadership develops the budget; the Board of Education adopts a request. County executive and council decisions also shape funding.

Records to look for

  • Compare the proposed and adopted budgets for the same fiscal year.
  • Read the meeting agenda, supporting documents and minutes. A proposal is not an approved change.

Your next step

Use the Board page to find meetings and current public-speaking instructions. Check dates before attending; older budget surveys may have closed.

Who chooses the food at school?

School meals connect national rules, state oversight and local operations. A menu question and a funding question may go to different offices.

Who is responsible?

USDA sets program rules and provides federal support; state agencies oversee implementation; local school food authorities run participating meal programs.

  • Check your district’s current menus and nutrition information.
  • For Baltimore County, start with BCPS Food and Nutrition; confirm the school year and ask about your child’s needs.

Your next step

Contact the district food service for menu questions. Use board records for policy or budget questions; this guide does not establish individual meal eligibility.

Where do I report a food safety concern?

In Maryland, the reporting route depends on the food and business involved. Other states use their own agencies.

Who is responsible?

Local health departments inspect retail food businesses. Maryland’s state health department handles other specified food operations.

Records to look for

  • Keep the business location, product details and date of the concern.
  • Read Maryland’s routing guide before choosing a complaint form.

Your next step

Use the official guidance to find the correct agency. A report requests investigation; it does not establish a violation.

Baltimore County, Maryland

Who checks unsafe property conditions?

Baltimore County code enforcement accepts property complaints. This is separate from Baltimore City and from deciding a tenant’s legal remedies.

Who is responsible?

County code enforcement reviews possible violations of county property standards.

Records to look for

  • Gather the full property address and a dated description.
  • Keep the complaint reference and check its status in the official portal.

Your next step

The county portal requires contact details. Read its terms before submitting; MUDECA does not receive the complaint or guarantee an inspection outcome.

Who can tell me which business permits I need?

Registering a business is not the same as obtaining every license or permit. Requirements depend on the activity and location.

Who is responsible?

Maryland Business Express routes owners to state licensing services and local business-license contacts.

Find the records & take part

Records to look for

  • Describe your services and where you will operate.
  • Ask which licenses, permits and local approvals apply before committing to a location.

Your next step

Start with Maryland’s official directory. A MUDECA business listing does not authorize the activity or certify compliance.

Where do I report a neighborhood problem?

Start with the government responsible for the location. A mailing address does not always identify the service authority.

Who is responsible?

Baltimore County offers BaltCoGo for service requests. Elsewhere, use USAGov to find your local government.

Records to look for

  • Record the location, issue and request reference.
  • Read the service response before assuming that a closed request means the problem was fixed.

Your next step

Choose the relevant category in the official service portal. Use emergency services for immediate danger, not an online maintenance request.
